For this year's Halloween an artist named Alish Octigan has skipped the celebrity themed costume and took things into her own hands. She created the most terrifying costume with her neck floating in the air. She was using paint from her local supply store in Norway. She also used red paint to create the cut of effect to about halfway up to her neck. Best Halloween Costume
